Planning a master’s in Germany during your final year can feel like a race against the calendar. University applications may open while your final examinations, results or degree certificate are still pending.
For Indian students, this creates an important question: when should you apply for APS verification if you have not yet received your degree?
The answer depends on what is actually pending. Waiting for final results is different from having completed your bachelor’s degree and waiting for the printed certificate. Understanding that distinction helps you prepare the right documents and avoid applying under an unsuitable category.
The Academic Evaluation Centre, commonly known as APS India, verifies academic documents issued by Indian educational institutions. Its certificate is generally required for the German student visa process.
APS verification does not grant university admission or approve a visa. Those decisions remain with the German university and the responsible German mission.
For a final-year student, it helps to treat these as separate questions:
A university’s willingness to consider an unfinished degree does not automatically establish that your APS application is ready.
Students often use “degree pending” to describe several situations. Before preparing your application, identify which one matches your circumstances.
| Your academic situation | What it means for your planning | Recommended next step |
|---|---|---|
| You are attending your final semester | Some academic requirements remain unfinished | Prepare documents and clarify the appropriate APS pathway |
| You have taken final examinations but results are pending | Successful completion has not yet been documented | Ask when official results and completion documents will become available |
| All results are available, but your degree certificate is pending | You may be able to document graduation through a provisional certificate | Check the graduate APS checklist and obtain the required provisional certificate |
| You have received your final degree certificate | Your qualification can be documented with the final award | Assemble the documents required for your applicable procedure |
This table is a planning guide. Your exact submission requirements must come from the relevant APS India checklist. APS currently identifies its graduate/postgraduate checklist as the procedure for applicants with a completed bachelor’s or master’s degree.
Final-year status alone should not be treated as automatic eligibility for the graduate APS procedure.
APS advises applicants to plan early, while also avoiding incomplete submissions or applications made before completing the academic stage relevant to their intended admission pathway.
If your final results are pending, clarify your circumstances with APS before paying and submitting documents. Explain:
APS also publishes a separate checklist for undergraduates with at least two completed semesters. The existence of that procedure should not be interpreted as confirmation that an unfinished bachelor’s degree satisfies a master’s application pathway.
The practical approach is to prepare early and submit under the procedure that accurately matches your qualification and intended studies.
If you have completed your degree but the final certificate has not been issued, the graduate APS checklist provides an alternative.
It accepts a provisional certificate issued by the college when the bachelor’s degree certificate is unavailable, provided the provisional certificate is not older than one year. The checklist also requires marksheets for all semesters.
A provisional degree certificate should not be confused with:
These documents describe different stages of study. Do not assume that one can replace another without confirmation.
APS and university application requirements are not identical.
For applications through uni-assist, provisional degree certificates from India must be issued by a university or autonomous college. They are accepted within 12 months after completing studies. If the final degree remains unavailable after one year, uni-assist asks for an official university letter stating its expected issue date.
Before requesting a provisional certificate, check whether its issuing authority meets the requirements of each organisation receiving it.
You can use your final year to organise records, even when your academic qualification is not yet ready for submission.
The current graduate APS checklist includes:
Use this preparation period to check your name, date of birth, university details and semester sequence across your records. If something is inconsistent, ask the issuing institution how to correct or formally explain it.
Create a clearly labelled digital folder and keep the original documents safely available. This makes it easier to respond accurately when an institution requests clarification.
Students planning a master’s for summer semester 2027 or a later intake should check the new Digital Master Test, or dMAT, requirement.
APS identifies affected previous-degree fields including:
The requirement depends on the published field classification and applicable exemptions. Its guidance also distinguishes students who have not yet completed five semesters of a three-year programme or seven semesters of a four-year programme. These thresholds concern dMAT applicability; they are not a blanket confirmation of graduate APS eligibility.
Where dMAT is required, APS allows its certificate to follow the initial application documents, but cannot issue the APS certificate until the required result is submitted and checked.
That flexibility applies specifically to dMAT. The same guidance requires other academic qualification documents in the initial submission and does not permit updated academic qualification documents to be added later alongside dMAT for the same procedure.
There is no single answer for every German master’s programme.
According to uni-assist, some universities accept preliminary academic certificates. Others restrict this option to applicants studying in Germany or another EU country, or require a completed undergraduate degree. Where preliminary applications are accepted, an attestation about the future degree and completed studies may be necessary.
For an Indian applicant, the useful question is therefore:
Does this specific programme accept a preliminary application from a student completing a bachelor’s degree in India?
Before paying an application fee, ask the admissions office:
A conditional admission offer should be read carefully. Record every outstanding condition and its deadline rather than assuming that an offer resolves your documentation requirements.
Instead of choosing an intake first and hoping every document arrives on time, map the steps that determine whether that intake is realistic.
Collect issued marksheets, research suitable programmes and check their subject requirements. Ask your institution when it expects to release final results and provisional certificates.
Also identify which office handles academic verification requests. Knowing the right contact can make later coordination easier.
Check whether all academic requirements have been completed. Review your final records for errors and request the appropriate completion document.
Then reassess your APS category and university shortlist using the documents you actually hold.
Create a simple deadline tracker covering:
APS does not promise one fixed processing time for every applicant. Verification depends partly on workload and responses from educational institutions, so avoid building your entire plan around a guaranteed turnaround. Academic Evaluation Center
A letter predicting your graduation date serves a different purpose from a certificate confirming that you have completed the qualification.
Match each document to the requirement it is intended to satisfy.
APS procedures can change. Advice from a friend’s earlier application may not account for current checklists or additional requirements.
Use official instructions as your starting point and retain a copy of the guidance relevant to your submission.
An open application window does not necessarily mean a programme accepts incomplete Indian bachelor’s qualifications.
Check document eligibility before spending time on the application.
The opportunity to submit a document later depends on the organisation and procedure. Obtain confirmation rather than building your plan around an assumed extension.
Ask your academic office who responds to verification requests and what information they need from you. A clear point of contact is more useful than repeatedly approaching unrelated departments.
Use the waiting period to organise documents and research programmes. If your degree is already completed, check whether an acceptable provisional certificate allows you to proceed before the printed degree arrives.
Can a bonafide certificate replace my provisional degree certificate?Do not assume that it can. Check what the receiving organisation requires and whether the document confirms enrolment, expected graduation or completed study.
What if I already applied for APS using an earlier academic status?Ask APS how to handle the change before making another submission or payment. Explain what has changed and which new academic documents are available.
Does APS guarantee admission to a German master’s programme? No. Your university still assesses programme eligibility, subject preparation and its other admission conditions.
Good application guidance begins with your present academic status.
A useful consultation should help you distinguish what you can prepare now, what requires an official result and what needs clarification from APS or a university.
